​​​Pursuant to Ch. 66.0420 Wis. Stat., any entity or person seeking to provide cable or video service in this state shall file an application for a State-Issued Certificate of Franchise Authority (SICFA) with the State of Wisconsin, Department of Financial Institutions (DFI).​

The Certificate of Franchise Authority shall expire 10 years after the date of its issuance by the department unless withdrawn or revoked prior to the expiration. A certificate may be renewed for an additional 10 years by submitting a SICFA renewal application to the Department prior to the expiration date.
